Method:

Go down. Kill your first enemy on the water tower. Get in this house and clear the area. Go. Using the box to go down on the roof. Pickup gun and Use down the cable. Go near the compound main gate and clear the area Open the gate and enter the underground room. Open the gate and enter. Turn to the generator. Exit from the compound using this gate and move towards objective 3.Open the main gate and enter. Kill all enemies and get into this area. Open the gate and enter. Turn on and get into the cable car.
